The impact of joint funding of social care on health care system outcomes

Abstract

A fraction of the social care budget of local authorities in England is funded by Strategic Health Authorities (SHAs), using schemes such as the Better Care Fund, with the purpose of reducing the number of delayed discharges or emergency readmissions by improving social care services.

Using local authority level data, this paper analyses the impact of client and non-client expenditure over health outcomes. Findings from this study will allow the policy maker to evaluate whether the extent of NHS-based contributions to social care should be increased.
